After an injury, an ice pack constricts the capillaries, and stops blood from seeping into the surrounding tissue. Apply ice immediately after the injury or burn - the sooner the better. After 24-48 hours the capillaries start to repair, and an ice pack is no longer appropriate. After that time, warmth will speed the healing rather than cold.
