YES
A small but elongated skin tag on my upper chest was annoying me and I kept fiddling with it. It had broken off before some years ago but gradually regrew. I have successfully removed seborrheic keratoses and small warts with rosemary oil so I thought I would try it on the skin tag. I applied it with a finger once a day, and after a week it turned black and crusty. I stopped the oil for a week but the tag turned a nice healthy pink again so I resumed the rosemary oil. It took two weeks but it did eventually turn black and fall off, leaving no trace behind. I did have to scratch at it with a thumbnail to get the oil to penetrate and I did keep the area very clean. One word of warning be careful to apply the rosemary just to the tag otherwise the skin around it can get irritated.
